






About This Course
This online Miners’ Rights & Responsibilities course introduces the rights granted and responsibilities required under the Federal Mine Safety and Health Act (Mine Act) and MSHA’s Part 46 and 48 standards. Anyone regularly exposed to mine hazards is subject to these rights and responsibilities.
The training begins with who’s covered, key terms, and the personal rights miners hold under the Mine Act, including reporting hazards, refusing unsafe work, participating in inspections, and accessing required training (Parts 46 & 48). We also cover important health and emergency topics across common mine types, and the practical responsibilities for miners and the duties supervisors and operators have to maintain a safe workplace.
This program is a required component of MSHA New Miner Training under Parts 46 and 48. Employers must incorporate rights and responsibilities content into their approved training plans, alongside site-specific, task-specific, and on-the-job instruction. This online course provides the foundation to support an employer’s plan and help learners understand their role in mine safety compliance.
By the end of the course, you’ll be more familiar with the rights you can exercise under the Mine Act, the steps to protect those rights, and the responsibilities you share in maintaining a safe and compliant mine site.
Who Needs Miners’ Rights and Responsibilities Training?
This training is intended for all Part 46 and Part 48 covered personnel, including miners regularly exposed to mine hazards, as well as operators, supervisors, and safety staff. It fulfills the rights & responsibilities component required within MSHA New Miner Training and supports employer training plans.
